In the US federal practices, the set up is such that the contract is issued by the government through its KO (Contracting Officer), to the contract person of the awardee, which is contract administrator. All bidding communications including Q&A, contract award and subsequent contract amendment, or KMOD must go via KO and KAdmin, as formal communication channel.
The principal of the awardee company deals with the management of the contract performance, and on the government side, it is called COTR (contract officer of technical representative).

Discussion
What you need to look at is the hierarchy involved here, and who are the people in the level(s) above this Donneur d'ordres in the organization. What they are called hinges entirely on their position and role in the structure. They could be the Maîtrise d'œuvre; then again, from what little info we have, they could also be the Maître d'Ouvrage!
If you really can't find ANY other clues within your document, then you may have to look for something more non-committal, to hedge your bets.
