Vreten are an old measure of area that is somewhat larger than another traditional measure, dynym, which is about 1,000 sq. meters or 1 decare (1 decare = 1/10th of a hectare)...
In one reference seen below, the equivalence is: 1 vreten = 1.25 decare = 1,250 sq meters

Comment: "Yes. Also I'd say "truall" here is best rendered "brownfield site". But it's strange that the document decided to throw in this one case of "vreten" when everything else is in m2."
