Having done some basic research on the lead architect, I cannot seem to find any indication that he was in education at this time, so I am wondering what exactly this phrase is referring to.

I think it's a typo with the intention of saying 'enclave'.

'Academic enclave' doesn't always mean the institution itself, but also the surrounding community. This happens especially when an urban university uses nearby properties for classrooms.
