This is from the Bylaws of a condominium/resort development in Belize. This part speaks of the members of a surveillance committee for each of the condominiums, in this case the treasurer.

Un tesorero, que será responsable del manejo contable interno de la administración, debiendo ser solidario con el administrador de llevar actualizados los estados de cuenta de la administración, sin poder tener la disponibilidad ni ejercicio de los mismos.

All of those are options for consideration. Another option would be to check the rest of the Bylaws and see if there is any further context to make out what exactly is meant by de los mismos.

Sandro: Yes, my suggestion would certainly mean taking liberties with the ST, but I don't see how else it could be meant. Neither the ST nor David's suggestion below seem in any way plausible - how could anyone keep updated accounts without having either access to or use of them?
Perhaps it should be translated literally but with a translator's note mentioning what I suggested.

Good point, Sandro. It makes sense for it to be the bank accounts but reads as though it's the statements themselves.

What are de los mismos? It only says that the treasurer shall be responsible for accounting and balance statements. We can only assume what was meant, but that would be treading on thin-tranlation ice.

Hi. It looks to me as though this is a poorly worded attempt at saying something along the lines of "without the power to either draw on or spend the funds [of that account/of the treasury].
By the way, assuming this is a "comité de vigilancia", I think you ought to change it to oversight or supervisory committee, or even audit committee; "surveillance" suggests something else.
