The plants must establish a daily truck* (all types of powered trucks) inspection system to ensure that trucks are safe to use.
The inspection must be recorded and records kept for a minimum of 1 year, unless a country specific legislation requires it differently.
The inspection system could also include a procedure for ensuring that any deficiencies found during the inspection are immediately acted upon and the truck removed from service until the issues are rectified. Such a system could include red tagging the truck, Lockout tag-out procedures, placing a lock on steering wheel etc

In the official technical terminology of the electrical field, 'lockout' has the very specific translation of 'consignation' (this may or may not involve 'cadenassage', which is simply one specific form of 'lockout').

: This is a very specific dual procedure lockout/tagout (sometimes used separately or together) and your suggestion would represent a potentially dangerous over-simplification of the technical procedures involved.
