Maitre d'oeuvres sociales
Eu égard aux nombreux sujets de divergences et aux tensions sociales qu’ils ont créés, des tentatives de médiation sociale suivantes ont été menées :
- Le maitre d’œuvre sociale en l’occurrence l’ONG MSA a tenté une médiation sociale sans suite. Elle est aujourd’hui considérée par les populations comme défaillante dans sa mission. De plus sa mission est arrivée à terme.

Also, it seems to suggest that the location populations (where it is that they are referring to) have much awareness of the NGO in general and this person in particular, whereas for almost all scales and breadths of NGO activity it would be going quite far to say "considérée par les populations comme défaillante". A translation of the position/title of (maitre d’œuvre sociale) that would be more considerate of that, in the context of the translation, could be better.

My translation is inspired by the concept of 'works contract'
A works contract is an agreement which is a mixture of service or labour and transfer of goods. Under a works contract the contractor agrees to do certain job in execution whereof, certain goods are transferred to the contractee. Thus, an agreement of building construction, manufacture, processing, fabrication, erection, installation, repair or commissioning of any movable or immovable property, is a works contract. In relation to a works contract only that part of consideration which represents transfer of property in the goods involved in execution of the works contract, shall be taxable.

I realize that the "maître" is in charge of "oeuvreS socialeS". Unless it is a typo, the plural is quite important in the meaning.

Qu'est-ce que le COSSA 85 ?
Créé en janvier 2002 par l’AVEFA, le Comité d'Oeuvres sociales des salariés agricoles de la Vendée est, en pratique, une sorte de comité d’entreprise dont l’objectif est de faciliter l’accès aux loisirs et à la culture des salariés agricoles et leur famille en leur permettant de bénéficier de multiples avantages sociaux (chèques-vacances, chèques-culture, chèques-cadeau pour un évènement familial, dîner-spectacle de fin d’année…).
Ces avantages sont semblables à ceux proposés aux salariés des grandes entreprises dans le cadre des comités d’entreprises. En 2016, près de 2 000 salariés bénéficient des avantages proposés par le COSSA 85 !
Il fonctionne à partir d’une cotisation sur salaire de 0,4% de la masse salariale prélevée par la M.S.A sur les employeurs de la production agricole appartenant à l’une des conventions collectives concernées puis reversée à l’AVEFA :

Horticulture/Pépininières
Maraîchage
Polyculture/Elevage/Viticulture
L’intégralité de la masse financière ainsi prélevée permet de financer diverses actions sociales au profit des salariés agricoles qui ont adhéré au COSSA 85.

Do ignore my waffle about plural. There is no plural in the original context cited. I took the plural lead from the term posted, which is different from the term in the body of the source text. Which is the typo???

I may not be right though. Within the context of an ONG, the plural "oeuvres sociales" could be describing someone in charge of the work of a social/charitable nature. However, it can still be to do with e'ee relations, as in comité d'oeuvres soc above.

Discussion
I suggest that you check out the site of the MSA (not the Mutual Sociale Agricole) and see what mediation work they do. Then try to track down a parallel organisation in the target reader's country and find something you can adapt to fit.
