Thanks, Richard. To a specialist in accounting like yourself, it probably is. I was really scratching my head until I found that reference, then I thought "how on earth did I miss that"!
neutral neilmac : Possibly, but I think it means band/layer, see refs below...

Look at the reference, Neil, or Google "Número de agencias, sucursales, filiales o subsidiarias de la empresa retenedora". You'll find quite a few references to this exact phrase.
agree patinba : I don´t think one can really argue with the reference you have provided.

withholding layers/levels

manto = layer/level in this context.
Coincidentally, I came across the term yesterday in a translation about logistics and the shipping of goods. I noticed it because usually I would expect to see "capa" when it refers to palletized goods. I think it may be a regional variant, as I haven't heard it used that way in Spain.

Soemetimes also called a "witholding band" (the resident withholding tax band in respect of retirement benefits... )

As for it being an obvious typo, I'm not so sure. Look how far apart the A and O keys are on your keyboard... But then again, maybe the text I saw it in was a bad back translation from English.
Example sentence:

With the addition of a corporate tax that's another withholding layer.

VDU more tax inefficient than options with only a single withholding layer...
