Nice reference This is a template - it doesn't refer to a specific location or building so I don't have any plans I can look at.
Daryo Feb 13, 2018:
VEFA = Vente en l'état futur d'achèvement so there must be some publicly available floor plans on some marketing website [even if no one considered it useful to give them to you] - just look at them?
philgoddard Feb 12, 2018:
That supports writeaway's answer.
Alison MacG Feb 12, 2018:
Canadian reference This is the only explanation I have been able to find.

De plus, il est souhaitable d’autoriser ces usages au niveau R+, qui correspond aux étages compris entre deux rez-de-chaussée différents.

Thanks for the tip. It isn't followed here by a number so I tend to go along with Writeaway.
philgoddard Feb 12, 2018:
I'm used to seeing it followed by a number:

agree philgoddard : I think this is a strong possibility, but you need French references rather than English ones. // See the discussion entries.

agree AllegroTrans : Ground floor mezzanine level? upper ground floor/level?

agree Jennifer White : don't think it's mezzanine level, maybe this:https://www.ownersdirect.co.uk/accommodation/p8080645 (2nd pic)

no way to tell for sure without a pic
neutral Daryo : very plausible, but "s'informer à la source" is preferable, and shouldn't be difficult - they must be advertising this development left. right and centre ...
