I am guessing this is 'extract' for a quote from a book but have not been able to confirm. Any ideas?

I had never heard of the expression but マタ probably means 又. I assume it means the quote is taken not directly from a primary source but from another source where the said quote is quoted.
If a book says "Mr. X said '....' ", and if you quote Mr.X from the book, then it is マタ引き.

The author may have mixed up with 孫引き(まごびき).
