Arabic to English Other Environment & Ecology Urban planning

The following is a heading in a Lebanese document about urban planning:

الامتداد \ الانمحاء العمراني في الدامور

الدامور is the name of a town. As far as I know, انمحى is to be erased or wiped out. I think الانمحاء must be a typo and the intent was الإنماء العمراني. What do you think?
