: I think 'inception' is the better of you 2 suggestions here. / I don't agree with mrrafe here: 'creation' is something of a faux ami in many ways, and here, I would prefer to use 'setting up', leaving 'inception' suitable for the first term

: I don't think inception is sufficiently different from the second term, creation. Genesis would be better because it's a literal translation and could be interpreted as preceding creation, when the fund was merely some thoughts.
