That's right the surface will be removed. I believe it's a kind of excavation before resurfacing

@Asker The location is really not very relevant, unless the whole side of the quay has collapsed. What matters is what work is involved. As it's an existing road, this is probably just removal of the surface layer(s). Can you confirm that?

It's actually at the port. The quayside of the port has been damaged and is being repaired.

Context A bit more context is required in order to answer this. Are they resurfacing an existing road, or constructing a new one? How deep are they going? Is it just the top surface? or are they going deeper and removing or doing works to services under the road?
