Me da la impresión que el autor utiliza las palabras de manera equivocada, aunque no estoy seguro y es el giro que le dan en Colombia:

In case of any possible disposal or borrowing of inventories/items which will be subsequently returned [borrowing], a log entry will be kept. When returning [borrowed] items the expression/word 'Returned' and the return date will be noted down in the log entry.

Creo que es mucho más simple de lo que parece. Es que en español han utilizado un lenguage un poco adornado para decir algo bastante simple en la realidad. Mi versión sería:
A log must be kept to record any items borrowed or withdrawn from the stock that are to be returned at a later time. On returning the item, the log must be updated by recording 'RETURNED' and the relevant date.

: Please explain: how do you arrive at translation for the phrase *se regularizará ..; what is "return caption rule"? Again, one is meant to help and not confuse, or invent things/s/Sorry?????? "rule with putting up the inscription return??? Makes no sense
