Buenas!

notional wages for employer contributions

Notional:
existing as or based on a suggestion, estimate, or theory; not existing in reality.
"notional budgets for hospital and community health services"
Similar:
hypothetical
theoretical

A related use of "notional salary" as the salary used for a calculation, not the actual salary.

Notional salary. A notional or reference salary is the employee's salary before salary sacrifice. A notional salary can be used, for example, to determine pay increases, overtime rates, sick pay, etc. You should make it clear to your employees which salary will be used when calculating benefits.

neutral Francois Boye : notional wage means an equilibrium wage in economic theory//notional does not have any other precise meaning.

Yes, but that is not the context here.

The salaries standing for the contributions of farmers

(Sueldo ficto patronal).

disagree AllegroTrans : You have a remarkably furtive imagination; "farmers" is nowhere in the asker's text

disagree Germaine : With AT.

provisional employer salaries

A direct equivalent could be 'fictitious' employer salaries. Instead of 'fictitious' which is not genuine, provisional salaries which would be temporary or conditional is a better suggestion.

"The person in charge will be able to carry out the following tasks: the registration and enrollment of business companies, to allocate or grant each type of legal statement, set up provisional or temporary employer salaries."

It described employer salaries as not yet definite. Employer salaries in that case could be speculative, notional or provisional until the rate of pay becomes secured.

There is nothing in the text to suggest that "patronales" is solely farmers.
