protocolo vs. proyecto

Spanish to English Medical Medical: Pharmaceuticals Clinical trials
I wonder if Sp. (MEX) uses “protocolo” and “proyecto” interchangeably in the context of clinical trials. In the phrases "Aprobación inicial de nuevo sitio para el protocolo nnn", and "información de su sitio de investigación para participar en el protocolo arriba mencionado", I would expect a “site” to be associated with the project - the trial itself - rather than the protocol, which, as I understand it, is the document governing the proyecto. My research has not elucidated the question, but it might be that protocolo has come to designate the proyecto, in which case I would want to use "project" in some contexts and "protocol" in others. Any guidance welcome!

Thanks for all the contributions. I too believe that the terms are not in principle interchangeable -it's common sense really. However, I suspect that in practice they may be being used interchangeably, as Anne Schulz has found. I have only just started working in this area and that was the first document in Spanish I had received, so I'm hardly in a position to judge - hence the query. I will keep an eye on usage as I go along and maybe report back.

I have seen phrases like "the protocol was conducted" or "the protocol was terminated", hence, the terms "study/trial" and "protocol" are obviously used with some overlap in English. Since English is the international clinical trial language, this overlapping use may well have been adopted in other languages including Spanish in Mexico.
