普通に「決める」「決定する」の意味で使われていますが、上の文なら車両基準を「定める」と訳すとしっくりすると思います。同じ determine the vehicle standard でも、文章によっては「決定する」の方がしっくりする場合もあるので、適宜使い分けたら良いでしょう。
