Jest to osoba przygotowująca miejsce pracy na systemie energetycznym (niekoniecznie, choć to możliwe, elektrycznym). Dopuszczający dopuszcza zespół do pracy, czyli bierze na siebie odpowiedzialność za bezpieczeństwo miejsca. Termin występuje na początku Rozporządzenia Ministra Energii z 28 sierpnia 2019 r. w sprawie bhp na systemach energetycznych (szeroka klasa, nie tylko elektryczne). Nie jest to ktoś z wyższej półki menedżerskiej, bliżej mistrza. Sprawdza bezpieczeństwo miejsca pracy (fizycznej), czyli np. generator albo tablicę rozdzielczą, i w szczególności odłączenie napięcia (jak rozumiem).
