Es un neologismo, no viene ni en el diccionario. Yo lo describiría o porque usar otro neologismo, si la reiteración invita a ello, no parece fácil ni que resulte comprensible

I don't believe the question was answered satisfactorily last time. The wrong answer was chosen, and "reduction in wage labour" doesn't convey any clear meaning.

Guidance for Taxable Non-Salary Payments
The Research Foundation for SUNY ("RF") may pay Non-Salary costs or benefits that are considered taxable and/or reportable by the Internal Revenue Service ("IRS").

Some common examples of taxable Non-Salary Payments include:

Cash or cash equivalents (e.g., prizes, gift cards, gift certificates)
Housing or allowances
Personal use of a RF company vehicle
Moving expense reimbursements
Non-overnight meal reimbursements
In addition, taxable Non-Salary Payments provided to RF or SUNY employees are also considered taxable income if the benefit is received by someone other than the employee such as a spouse or child.

Reading asker's text and Oscar's reference, it seems to me this term is being used generically for the various ways in which employers cut payroll costs.

Re-classifying wokers as self-employed service providers is of course one of the best-known methods. Then there are employers who make their staff redundant then offer them the same jobs at reduced salaries.
