senior magistrate

n January 2014, there were some 100,000 lay judges in Germany. The largest single group,37,000, were‘senior magistrates’(Hauptschöffen)who sit with professional judges in first and second instance criminal courts. The second largest group, 24,269 in all, are lay judges in labour courts constituted at Land (regional) level, that is first and second instance.

I've also found "main lay judge" but am sceptical. "Senior lay judge"? There are 35 995 lay judges as main lay judges (Hauptschöffen) at criminal courts. Additionally there is an equally large number of substitute lay judges (Hilfsschöffen). E&W: a 'stipe' used to be a stipendiary magistrate in receipt of a 'stipend' but was not a lay judge rather a qualified Solicitor or Barrister:

'A salaried full time judge who sits in a magistrates' court, generally to hear more serious cases than those assigned to benches of two or three *lay justices* (of the peace). Replaced in August 2000 by the new role of District Judge (Magistrates' Court).'

Hauptschöffe
für das Schöffengericht gewählter Schöffe, der regelmässig an den Sitzungen teilnimmt. Bei Ausfall des H.n (wegen Verhinderung der Teilnahme an einer einzelnen Sitzung oder Unfähigkeit und Ungeeignetheit für die restliche Amtsperiode) tritt an seine Stelle der Hilfsschöffe, bei dessen Ausfall der ihm in der Hilfsschöffenliste nachfolgende Hilfsschöffe. Die genaue Einhaltung der Reihenfolge nach der Schöffenliste ist Voraussetzung für die ordnungsmässige Besetzung des Gerichts.
