The mineral part has traditionally been recycled as aggregate, e.g. for road building, but it appears the demand for this is diminishing, so other uses are being found, including as filler for concrete (after grinding into a fine powder).

I did translate MSWI by UIOM. The source makes a difference between "MSWI bottom ash" and "MSWI filler". I understand from the reference you provided that "MSWI bottom ash" = "mâchefer d'UIOM" = MIOM. And "MSWI filler" would be "filler d'UIOM". Agreed?
