Me da la impresión que debo complementar la palabra "segmento" en la traducción. Por otro lado, por lo general, en este contexto "circulación" se traduce como "(vessel) traffic".

I think it's fairly clear what the meaning is - what's a little bit difficult is figuring out how best to render it in idiomatic English.
I would try something like: the majority of commercial shipping on the country's Pacific coast continues to be tankers.
