L’aprovació, prèviament a ésser creats o suprimits , de ....

Catalan to English Other Government / Politics

Am I missing something here? It seems to be saying 'approval for the ESTABLISHMENT of centres prior to these being created or CLOSED'...surely the CLOSED is a direct contracdiction of ESTABLISHMENT????

I must be missing something:-)

prior approval of the creation/establishment or closure of ... by the...

It does seem awkward. It seems to me that it can only mean this.

prior approval for the setting up...

or the suppression of existing exchange arrangements.

I would go for simpler English here. "Setting up" implies that these do not yet exist... without using an awkward "approval of entities that have not yet been created", or some other obvious "Catalanish" of which we have all fallen victim at some point :-). It just means this body decides on the educational value of these exchanges and will approve their foundation or suppress those it considers academically unsound.
