I think it means موافقته تعقيباعلى خطابنا, so it can be translated as "his approval in annotation to our letter". I guess this jargon is somewhat country specific. In Egypt we would say, "بعد تأشيرة سيادته بالموافقة على"

The suggestion by Amr Gharbia is very valid but I think in this business letter the Minister's approval follows the Ministry letter quoted. You can safely say " ... H.E. the Minister's approval further to our letter no. ... dated ......"
