Perhaps Perhaps they do mean "support tools". It makes more sense than "tool support". The trouble is they have written the equivalent of "tool support", not "support tools". I think this is a question of asking the client what they really mean, as there are limits to how much we should be guessing when translating. Linguistically, "værktøjsunderstøttelse" means "tool support".

It is about a company that wants to make improvements to both their processes and agility. The way for them to strike the right balance is to 'lave løbende forbedringer af vores processer og deres værktøjsunderstøttelse.' Thought maybe 'improvements to our processes and their support tools' - ie. the support tools that support the processes.

More context, please It's impossible to determine with a reasonable degree of accuracy what is meant with so little context. It sounds a bit odd that a process should support a tool, so one needs to look at the bigger picture to try to understand it.
