Ik denk dat het gaat om een vergelijking met andere bedrijven. Als de prijzen in andere bedrijven omhoog gegaan zijn dan moeten onze prijzen ook omhoog, anders kunnen wij niet meer concurreren.

Perhaps this information throws some light on the meaning of "buiten bedrijf"
vergoedingsbasis (niveau buiten bedrijf) is de vergoedingsbasis
- verminderd met de marges voor de verdeling in het groot,
- (verminderd met) de marges voor de terhandstelling in een voor het publiek opengestelde apotheek,
- (verminderd met) het honorarium bedoeld in artikel 35octies, § 2, tweede lid, van de wet
- (verminderd met ) geldende btw-voet.

It would seem "prijzen buiten bedrijf" means "without including the part of the price added by the 'traders' (wholesaler, pharmacist) + VAT:
"de prijzen buiten de handel om" (bedrijf = (ver)handel(ing))
it would seem it is the price at the moment the product leaves the factory
and this is what is called "ex-factory" price
so Josephine may be right
ex factory / ex works:
Term of sale signifying that the price invoiced or quoted by a seller includes charges only up to the seller's factory or premises. All charges from there on are to be borne by the buyer.
