Yes, I think "embargoed" is a standalone question meaning is this person subject to embargo. Here's a link that briefly explains what that could mean: https://doresearch.stanford.edu/research-scholarship/export-...

And resident means is the person resident in the country or territory at issue. It may relate to their employability (can they legally work there), and/or to other legal issues. For instance, perhaps under local law members of the board have to be resident; perhaps it matters whether it's possible to serve a lawsuit on him there (i.e. is there jurisdiction over him); etc.

Resident = [yes/no] i.e. is this person a "resident" in the given jurisdiction (and implicitly "employable" / has the right to work or to contract - just because "employable" / "has the right to conduct business" is not explicitly stated doesn't mean it's not there)

this sounds like TWO SEPARATE preliminary / screening questions.

IF the person is "embargoed" or not a "resident" there is no point going any further, so these two would be the FIRST questions to ask.

However plausible, it's just a guess, so I won't be putting this as an answer.

No it is not, because the only thing that follows the two points is a continuous line. There are yes/no questions before in the original document, and the layout is not the same. So in this particular case, I'm sure it's not.

Is it formatted as you posted it? Because if so, the two different instances of it make me think there's a typo:

If it really looks like that, I would suspect that it's two separate questions (Embargoed? Yes/no; Resident? Yes/no), but the second instance of it was just typed wrong.

In your shoes I would reach out to the client with that question. If the client doesn't know, then on your translation, flag that issue.
