lire "in collaboration with" au lieu de "with"
c'est simplement que "at scale with" ça ne veut pas dire grand chose - il faut lire "at scale, with .."
"build stg at scale" veut dire augmenter l'échelle, construire à grande échelle.
| FX Fraipont, 1) merci pour ta réponse, mais 2) "build" je connais, "implementation" je connais, "with civil society actors" je connais, donc 3) le terme qui me pose problème est véritablement "at scale with" et c'est pour cela que 5) on élargit le cadre et on donne du contexte. Enfin 6) je ne vois pas très bien la relation entre ta réponse et "in collaboration". PS: 7) moi je vois "build momentum", pas "build implementation" :-o |

: Yes, I agree with your parsing; 'at scale' here means 'full scale' / 'life size', and it need to be understood as 'implementation at scale' + 'with ... actors'
