"The narrative of investment in education" - sorry, that's all the context we have.
Sure, I understand what it means, but I'm sure there's a "set" way to translate this "narrative" in French...
Any ideas?

"histoire d'investissement"

I should not claim certainty, given that it's not my first language, but I find 31 000 000 Google hits for "histoire d'investissement". Some on the first page are roughly similar to the use in your example. I had a very hard time finding any evidence that anyone uses "narratif" or "narration" in this sort of context, and for that matter it also sort of sounds off and I don't think I've heard it before.

That is the unscientific basis upon which I would confidently go with this translation.

I do find it troubling that "narrative" doesn't come out in the French, but I just don't think it's easy to get that in smoothly. I hope the native French speakers can tell me I'm wrong and give the perfect way to say the same thing, but I'm not sure that's the case here.
