What exactly do the wakeel asks the bride ???
he moulana/sheik/aalim performing the nikah will ask the witnesses if they have witnessed the permission being given to the wakeel to marry her to the groom in exchange for the stipulated mahr.

this link shows again the word "wakil" same meaning of wakeel, vakeel just different spelling:
"Her wali (her son and only Muslim family) is in Morocco. Can the son appoint a wakeel (proxy) in..."

The term "Wakeel or Vakeel" does mean that one party is absent otherwise there is no need to "Wakeel" if both parties are present.
