Inset appointments are becoming more popular and Ofwat's policies have so far held up in court. Nevertheless, inset regulation needs more thought, says Philip Taylor.
Despite being challenged in the courts, Ofwat's policies on inset appointments have so far survived intact, although there is undoubtedly room for improvement. Insets are growing in number, with more than half the 32 appointments awarded so far having taken place in the past three or so years - and despite a depressed housing market. The indications are that this is a market at the beginning of its growth phase. Certainly, that is what trends among similar players in the energy sector such as independent gas transporters and independent distribution network operators point to. |
