Because "laserunek" refers to painting a thin layer over another layer of paint, I'd say it's more "glazing", while scumble/scumbling requires a "layer of broken, speckled, or scratchy color", it's probably more like "lazurowanie", but I could not find 100% confirmation in art-related papers, and "laserunek" has a quite a broad meaning in Polish texts about painting.
