Ten problem znajduje rozwiązanie w treści innych przepisów Insolvency Act. Przepisy w części IX art. 384 wskazują, że "the rules" oznaczają przepisy/ regulacje wydane na podstawie art.412 Część XV. No a art.412 w tej części wskazuje jaki jest tryb wydawania rules przez Lorda Kanclerza.
