Cred că termenul se referă la pornirea sistemului respectiv, sau a sistemului protejat de acesta, pornirea/alimentarea cu energie se face în trepte/secvențial/succesiv, adică nu toate odată, pentru a evita scăderea tensiunii sau declanșarea protecției sistemului de alimentare cu energie (din cauza variației tensiunii).
