Radi se o uputstvu za upotrebu viljuškara. Konkretan deo govori o tome kako rešavati neke uobičajene probleme. Jedan od tih problema je i brake trailing. Nema objašnjenja šta je to, već samo načini na koje to otkloniti. Oni se nalaze u nastavku.

potezna kočnica
U Rečniku motora i motornih vozila: brake trailing shoe - potezna kočiona papuča. Ako izostavimo shoe, trebalo bi biti - potezna kočnica.

U pravu ste, sad tek vidim da sam omanula. U tom slučaju, budući da je u tekstu navedeno otprilike sve što može zadesiti jednu kočnicu, možda je zaista reč o zaostajanju kočnice kako je Dario naveo, jer kočnice stvarno mogu zaostajati, ma koliko blesavo zvučalo.

: simple point of method: you can equate the name for a malfunction with the name of a functioning part. IOW your method of "deduction by truncating terms" doesn't work, not here for sure!

Return spring fatigued or bent => it keeps braking even when you release the brake - it has a delayed reaction
Hydraulic system clogged => brake / stop braking commands are not transmitted or are transmitted slowly than "normal" - again the idea of "delayed reaction to the commands"

also suggested by "Parking brake fails to return" you want to release the brake but it's not happening - it's delayed.
More an educated guess, not sure enough to put it as an answer.
