What was that kirve of the Urfa guy doing in my campus during my night shift?

The sentence is in English but the word "kirve" is Turkish. I know it is the name given to the person who plays a part in the circumcision ritual, but it does not apply in the context. If someone knows another meaning, I will be very pleased.
