In a certificate of grades obtained in middle school, the grade descriptions include "NPE" (average, poor, NPE, good, below average).

As per link below, seems to be a term used in Australia. "We term this type of unit failure a non-participating enrolment (NPE) and define it as a completed unit attempt that resulted in a failing grade and a numeric mark of zero on a 0-100 scale. NPE results can then be contrasted to what we term 'non-zero failures', or failures where a student has achieved any non-zero level of assessed credit for the unit."

It isn't. If you read the question, the examples of grades written are clearly not in any specific order. And bear in mind I'm not guessing words that fit. This is an actual grade used, as backed by the link I've attached.

You're absolutely right. I've read loads of Indian school certificates and I just can't seem to find a single one with NPE on it. Some do have AB for absent. I can also see that most certificates do have the abbreviations explained on the bottom.

We use Abs (absent) for those who don't sit the exam at all
Probably one to ask the client?
• Not Proficient Enough (the student's performance does not meet the minimum proficiency standards required for a passing grade but is not as low as what might be traditionally considered "failing" or "poor.")
• Not Previously Evaluated (might be used if the student was not present for the assessment or if the work was not submitted for some reason. It indicates a lack of data rather than an evaluation of performance)
Non-Participation Evaluation (perhaps used in situations where a student did not actively participate in the work or assessments required to earn a traditional grade. This could be applied in courses or projects where participation is a key component of the evaluation process)
• Needs Practical Experience (in some educational systems, practical skills and experiences are as important as theoretical knowledge. This designation could suggest that while theoretical understanding is adequate, more practical application or experience is needed.)
