I did some research on the net and found that Saignelegier is the name of a town in Switzerland. Other bells with the same inscription are described as "Swiss cow bells" on the sites that I found. I also found one link that gives Chiantel as the name of the foundry where these bells were cast.

Try doing a search on www.google.com with the inscription Chiantel Fondeur Saignelegier (and not Saigneleger) and various combinations of the words. Also try Chiantel Foundry. You should find some interesting results.
