I am unsure about "supplied to meet". Does that mean that the products are supplied kind of unfinished (and not yet meeting the specifications) and then processed further to meet the requirements?

I understand the second part as meaning that X is supplied as a component for Y that will enable Y to meet the API spec.

the suppliers claim to meet the specifications
I don't think it's a question of unfinished projects, just of opinion whether th eproducts actually are what they claim to be.
