Describes a business practice that goes against free market principles; I think "open jacket" doesn't quite capture it. (or is it the idea that the jacket would be stuffed with cash they didn't deserve?)

If you have your "jacket open", it means that you behave in an arrogant manner, are overly confident. The opposite would be "hattu kourassa".
