What does this stand for as in Government Proposal HE 107/1978 vp, or do you think we should not keep this reference (i.e. HE 107/1978 vp) at all in the English translation?

'Vp' here is an abbreviation of 'valtiopäivät', which means sth. like "the yearly session term of the parliament". It should be noticed that, although every yearly session term (e.g. 1978) has begun the year mentioned, the session term may have continued long into the next year. That evidently is the reason why "vp" is mentioned and apparently it should be mentioned in the translation, too, either leaving it just 'vp' or sth. like 'session term'.

I'd think the vp would only be necessary if you wanted to refer to a page in the printed series -- not so much if it's available online.
This is mostly just a guess, though!

My understanding is that "vp" refers to "valtiopäiväasia" (and "HE" for "hallituksen esitys" or government proposal).
IN FINNISH I usually see these references written with "vp" in the end, sometimes as "Valtiopäiväasia, HE nn/yyyy" (example of the latter, see the final web ref.).
IN ENGLISH for example:

Hence, I would use "vp" although for Kudoz purposes I've given the equivalent for "valtiopäiväasia".
