This is from a Haitian Birth Cert. I'm not coming up with anything. It's after the part where the Civil Registry Officer says he alone signed the certificate, followed by sceus les parties.

: makes sense - would also indicate that the ST is not the original birth certificate but a certified translation/copy where the real seal was replaced by the word "seal" - who needs context - guessing is more fun ... who cares about the end results?
