This is from a document on public procurement in Haiti. I'm not sure about this phrase, which is repeated a few times in this sample:

Un taux d’intérêt supérieur évince alors l’investissement privé. Grâce au financement de la dette intérieure, le multiplicateur d’impact de sortie est de 0,26. Le multiplicateur de sortie est beaucoup plus grand qu’avec un financement interne. Le multiplicateur d’impact est de 0,43, comparé à 0,26 avec un financement intérieur. En utilisant les résultats de Shen et al (2014), l’indication est que M en Haïti est autour de 0,3 la première année et augmente avec le temps. Nous avons augmenté M progressivement de 0,3 à 0,42 pendant la durée de vie du projet.
