French to English Law/Patents Law (general)
Arbitral Tribunal, breach of bilateral investment treaty:

"Force est de constater que dès le début de la partie de la Sentence consacrée à l’appréciation de sa compétence, le Tribunal a, en trois phrases constituant le paragraphe XXX, évacué le sens véritable de la question posée par l’appréciation du champ d’application territoriale du Traité."

Unfortunately I can't show those three phrases.

Deducing from context, the meaning could be something like "distorted the true meaning"... I find quite a few cases of this expression when searching, but no definition/explanation.

I can't help feeling there's a good EN equivalent idiom, not quite on the tip of my tongue, but hovering.

Not void or nullified Those terms are not something that a court can do with the object of this sentence (namely "le sens véritable de la question").

Courts can void or nullify legal obligations. But the "true meaning of a question" can only be, e.g., understood/misunderstood, ignored, overlooked, etc. etc. (cf. any synonyms). It makes no sense to speak of a court voiding/nullifying meaning.

I realise the French Academy is not happy with the verb used that way, but its advice is not always followed. R&C suggests "dispose of" when applied to a problem and back-translates it as se débarasser de. QED?/PS. I would have said "voided the issue/question of its meaning". The challenge is "la question" is followed by "posée par l'appréciation...".

It's not just a distortion of the true meaning, but the act of causing the meaning to disappear. From paragraph D of the definition of évacuer:

"Au fig. ou p. métaph., dans le domaine de la vie intellectuelle ou morale. Éliminer, faire disparaître. Certains (...) ne stérilisent pas moins d'énergie en évacuant de la conscience contemporaine le sens viril de la faute (Mounier, Traité caract.,1946, p. 706)."

Both 'évacuer' and to hollow out mean removing the substance of something

disagree Eliza Hall : "Hollowed out the question" doesn't mean anything to me either. And "removing" the meaning doesn't make sense -- Person B cannot remove the meaning from a question posed by Person A. (Unless person B is a bad translator, haha.)

The context surrounding 'évacuer le sens' explains that a tribunal has cleared or disposed the meaning of an issue.
Example sentence:

It's necessary to state that from the beginning of the Sentence's time dedicated to the estimation of competence, the Tribunal has, in three phrases, eluded the true meaning of the issue raised by the assessment from the range of the Treaty's application.
