My opinion I have translated clinical trial cost spreadsheets before, and from the context I's say these are "backup samples"

@ Asker From your wider context, are you able to tell if these 'tubes' are some kind of samples that have been taken from the patients; or instead, some kind of medication to be administered to the patients?

In the latter case, it's not too difficult to see what the purpose of the 'backup' might be; in the former case, I don't know enough about lab activities to know why they would have backups (presumably 'backup tubes'?) — but I guess it's not inconceivable.
