One can install such a device at the feed line of an expensive or sensitive equipment i.e. computer or at the main feed of the house or better yet install a Voltage Regulator or Power Conditioner and ignore the fact that ΔΕΗ could possibly/maybe/ probably install this at their station/sub stations ........
