: it does make sense, in a way; if my understanding is correct it's when a party (general contractor) relies on the services of another company for areas where it lacks skills. Basically they do pool.

that's it- at the time I had to translate this I made a thorough research on this term including your suggestion, but finally the client (lawyer) told me they wanted to go with "pooling" :)
