公第OOOO号・官文第OO号

Japanese to English Law/Patents Law (general)
Hi, I am not specialized in the legal field but have come across the above term in a technical document I am working on. To be specific, it is appears in the following context: 電気事業法施行規則電気事業法に関する覚書(昭和39年3月13日 39公第1594号・官文第313号)
I have searched everywhere for translations of similar expressions but could not find anything. If any of you know how to translate or what they stand for, could you kindly advice me? Thank you!

I trust these are document code that the government uses. 公 is the abbreviation of 公文書, which is "official document" and 第XX号 is the numbering system that I'm sure you are very familiar with.
官 I believe indicates 官公庁, which in this case should be ministries - so 官文 should be 文書 that were issued by 官庁

Hi, thanks for your response and sorry for taking long to respond (I was behind my deadline...) After some research I found out that 官文 in this case is an abbreviation of 大臣官房文書課.  公文 is probably 公文書 as you pointed out. However, the client actually told me to just put them in Romaji (Kou and Kanbun), as they serve as indices when searching for documents and if they are translated in English, it will be harder to identify the documents. I don't know if this rule applies to all cases or just certain clients, but I thought I would write it down as a reference for someone who comes across these terms in the future. Thanks, though, for taking your time for responding to my question!

Thank you for your reference! Actually I found a reference on ”官文”, it seems to mean 「大臣官房文書課」according to the following link: http://www.clearing.mod.go.jp/kunrei_data/a_fd/2007/az20070427_04674_000.pdf (p6). (I have not been able to find the English translation of this term, which I am currently working on.) As for 公第OO号、I haven't been able to find any specific example but as you have suggested 公報 makes sense... hopefully that is the correct term! Thanks for taking your time to look for information for me, much appreciated!
