It does not specify that 資金 means inital investment. It could be parts of available cash flow which the company has.

As someone already said this may not necessarily be an initial investment and so you can just describe as "recovery of funds" though you have to weigh preceding and subsequent sentences to make sense.

So it bascially means that we should actively increase our assets by connecting new house owners to our company(リーシング) , and use an appropreiate strategy to gain the profits from new houses (レバレッジ戦略). Then we could effective gain back our intial investment .
So I think you are right. 資金回収 means recovery of intial investment here.
