depressurized or shut down
"Avstengt" can be "closed" or "shut down", depending on its nature. The use of "hendholdsvis" instead of the simpler "eller" is a bit weird, I suspect that has to do with depressurized or shut down modes of the equipment are two quite different working procedures.
