Согласно Н. Винеру информация является не только фундаментом различных коммуникаций, но и смысловой основой всех отношений в обществе (а эта смысловая основа может быть как адекватной, так и деформированной).

Пока что остановился на conceptual basis, но, возможно, conceptual здесь будет слишком широким тремином и есть более точное определение?

As Wiener points out, the transmission of information defines the extension of a community. In the course of this argument he stresses the importance of the relation of observable behaviour and information. In other words he underlines the close link between the semantic and the pragmatic dimension of communication.
A special role might be attributed to the ability of humans to abstract from semantic content.

In his time Norbert Wiener certainly was correct to emphasize the pragmatic dimension of language. He went so far to even collapse the semantic and pragmatic aspect into his definition of information:

Wiener also encouraged a semantic interpretation
of information theory. In On the Human Use of Human
Beings, a popularization of cybernetics, Wiener (1950)
